Information on the Measurement of Optimists IOD95 Boats All hulls built to the IOD95 rules have a Registration & Measurement Book that should be supplied with the Optimist; this provides for a full record of all the measured equipment associated with that boat. New fibreglass boats On new fibreglass boats, the hull arrives measured; the associated Registration & Measurement Book comes with blank forms for a sail, spars and foils, along with a Measurement Record of Equipment form; Owners of new boats must apply to the RYA Technical Office for a Sail Number and RYA Measurement Certificate, and pay the appropriate fees. The Registration & Measurement Book has to be sent to the RYA for this to be completed - the RYA will record the sail number in the Registration & Measurement Book.

  • Any sails, spars and foils must be measured, forms completed, and signed off by an officially approved measurer.
  • If you change equipment, or add additional equipment, the new equipment must also be measured, forms completed, and signed off by an officially approved measurer.
  • The Registration & Measurement Book and RYA Measurement Certificate must be in the family name of the owner.

Second-hand fiberglass boats When purchasing a second-hand fiberglass boats, make sure you obtain the Registration & Measurement Book from the seller of the boat, and the RYA Measurement Certificate. The Registration & Measurement Book and RYA Measurement Certificate has to be sent to the RYA Technical Office by the new owner for the owner details to be updated and a new RYA Measurement Certificate for this to be issued; this requires the payment of an associated fee.

  • Additional sails, spars and foils have to measured, forms completed, and signed off by an officially approved measurer.
  • The Registration & Measurement Book and RYA Measurement Certificate must be in the family name of the owner.

Wooden boats If you are contemplating the construction of a wooden hull, you must ensure that it is built in accordance with the class rules in effect at that time. Do not use old plans, as it is unlikely that the hull will measure. Plans can be obtained direct from IODA. When a wooden hull is fully built and painted/varnished/epoxied, it can be measured:

  • The builder / owner must arrange for a 'Full' measurer to undertake the measurement of the hull.
  • The builder / owner should then contact the IOCA (UK) Technical Officer who will send a blank 'wooden hull' Registration & Measurement Book and ISAF Plaque to the nominated measurer. A builders fee is payable to IOCA (UK) at this point.
  • The nominated measurer will compete the measurement of the hull, and will compete the hull measurement form in the Registration & Measurement Book. Assuming the hull passes measurement, he will apply the ISAF Plaque to the hull, and will pass the Registration & Measurement Book to the owner.
  • A wooden hull is not an Optimist unless it has a valid RYA Measurement Certificate, an ISAF Plaque, and, for hulls built post IOD95, a completed hull measurement form in the Registration & Measurement Book.

When the wooded hull has passed measurement, the owner is able to apply to the RYA Technical Office for a Sail Number and RYA Measurement Certificate, and pay the appropriate fees. The Registration & Measurement Book has to be sent to the RYA for this to be completed - the RYA will record the sail number in the Registration & Measurement Book. As with any new boat, the owner should arrange for any associated equipment to be measured in the same way as for any new boat.
